U.S. Officials Drafting the North Korean Nuclear Declaration
by Richardson ~ June 7th, 2008. Filed under: Diplomacy, Engagement, Nuclear Proliferation, WTF?.According to John McCreary (author of NightWatch), U.S. officials are assisting North Korea by drafting their nuclear declaration for them:
…according to well informed analysts[,] US officials are drafting the North Korean declaration of its nuclear facilities – the handful that are being declared – which will put North Korea in compliance with its commitments to the Six Party process.
[. . .]
If US officials are doing the work on the declaration, the North would seem to have agreed to disclose very little on its own account and could disavow the US-drafted declaration at any time it chooses. (emphasis added)
This is a bit ambiguous and I’ve not seen press reports on it. One must assume that U.S. officials are putting into the documents facilities declared by North Koreans in meetings, facilities that have been or are being inspected, etc., and that North Korean officials will certify it. Or something along those lines.
A couple of years ago I would have been incredulous, but under current conditions one almost wouldn’t be surprised if the current administration asked Condi Rice to delivery the document to Kim Jong-il along with a shipment of Hennessy and a library of DVDs.
The real issue however, is what Mr. McCreary points out – at a later date North Korea could disavow the declaration as something manufactured by the U.S. that they felt pressured to sign (perhaps even claiming duress with USFK to the south), even if they certify it now. I don’t doubt that North Korea will continue reneging on this deal as they’ve been doing since April 2007, but the U.S. doesn’t need to give a potential avenue for doing so.

he gets sooooo much for doing nothing. cash, food, aid, cognac, women, sushi, get out of jail free cards….
and now he has the US doing his homework for him while pretending to de-nuclearize and continuing to kill innocent people directly or indirectly.
