Two More Stumbling Blocks for the Six-Party Talks

The U.S. suspects North Korea used some UNDP funds for its nuclear program:

The United States suspects North Korea has diverted funds provided by the U.N. Development Program to an entity affiliated with a North Korean bank believed involved in Pyongyang’s nuclear development, according to copies of U.S. letters to the UNDP obtained Friday.

At the same time, North Korea is preparing its next ‘the-devil-(U.S.)-make-me-do-it’ excuse for abandoning, delaying, or otherwise neutralizing the Six-Party Talks:

North Korea’s Foreign Ministry said it will strengthen its “self-defense deterrent” in response to U.S. plans to build a missile defense system.

“The U.S. has asserted that the worldwide missile defense system it is working to build is aimed to deter missile attack from the DPRK and Iran. . . But it is no more than a clumsy pretext.” DPRK refers to North Korea’s official name.

The U.S. plan to deploy an interceptor missile base and radar station, a link in the chain of the missile defense, and an escalating arms race will “only force” the North to “bolster its deterrent for self-defense,” the statement said.

“[D]eterrent for self-defense” is North Korea’s way of saying, “we’re keeping our nukes.”
