Via AFP: “Representatives for two North Korean trading houses last week took out in cash part of the blacklisted 25 million dollars at the Banco Delta Asia. . . (128,000 US dollars) in cash [was withdrawn], in the first withdrawal since the sanctions were imposed.” They could have done that over two months ago.
