From Reuters: “Money that had been locked up in a Macau bank, which North Korea has been demanding before it starts shutting down a nuclear reactor, is waiting to be picked up… ‘Their money is available, so this is no longer about BDA in my opinion… This is about their undertakings with respect to denuclearization. BDA is over,’ [said Christopher Hill].”
After missile and nuclear tests and uranium enrichment, the U.S. sanctions North Korean firms while Pyongyang reverses, making overtures. It’s not an accident, it’s a pattern of strategic disengagement.
