Antti Leppänen has an update on the North Korean diplomats who refused to show their tickets or diplomatic documents on a train, causing an international incident. The Finnish government answered the DPRK’s official complaint with a statement, “that according to the Vienna accord, diplomatic couriers needs to carry a document proving the status, which the North Koreans were lacking.”
