From AFP: “Funds for international broadcasting, including via the Voice of America (VOA) and Radio Free Asia (RFA), are expected to increase 3.8 percent to 668.2 million dollars from the 2007 level. The new plans would include expanding to 10 hours the “coordinated stream” of VOA and RFA daily programming to North Korea … Although radios are controlled by North Korea and fixed to a single propaganda channel, defectors from that country claim the number of radios smuggled from abroad may have increased substantially, US officials say.”
