Where Is Futenma Going?

The Japanese central government says that Okinawa agrees to the Futenma relocation plan:

With the agreement, the central government believes that Okinawa Prefecture has accepted the plan to move the Futenma functions to Nago, where two new runways joined in a V-shape would prevent military aircraft from flying over residential areas near Henoko point.

Okinawa’s governor says no:

But when Inamine was asked at the same news conference if he agreed on the Tokyo-initiated plan, he said that was “completely wrong.”
