ROK gives DPRK 60 tons of what it already has; coal

From the Australian: South Korea ships coal to North:

SOUTH Korea has begun supplying North Korea with 60,000 tonnes of coal worth 6 billion won ($8.2 million) at the request of the communist state… The coal was being sent to an industrial complex in the city of Kaesong, close to the border with South Korea, to help fuel factories and households during a bitter winter…

However, North Korea has abundant coal resources suitable for power generation, being the 12th largest producer of Lignite, or brown coal.

And with all its coal one would think that with a little investment in infrastructure the North would have more than enough to meet minimum needs and keep industry afloat. They should, but:

North Korea has some brown coal but lacks coking coal and has no viable oil and gas deposits. The electric power transmission grid in North Korea loses about 30 percent of the power it transmits. One would think that any available funds would be used to upgrade this electrical transmission capacity. Instead, North Korea invested US$10 million in an intaglio printing press, the same type used by the United States Bureau of Engraving and Printing. (emphasis added)

If North Korea sells the $8.2 million worth of South Korean gift-coal to China, they could invest in another intaglio printing press, and perhaps the South could supply the workers for their factories in North Korea as well? Yes, the North is on the way to recovery.
